Ferrell ‘19, Ph.D., as vice chancellor for Information Technology and chief information officer. Announced by Chancellor James R. A Proven Track Record in Higher Education
Dr. Ferrell currently serves as the deputy chief operating officer for technology and enterprise data for the University of North Carolina System. With nearly three decades of progressive leadership expertise, he has carved out a notable career focused on leveraging technology to enhance student success and operational efficiency. His ability to lead cross-functional teams effectively positions him well for his new responsibilities at North Carolina A&T.
Focus on Expanding AI Fluency and Research Excellence
Chancellor Martin emphasized that Dr. Ferrell’s extensive experience will be instrumental in advancing the university’s mission to expand artificial intelligence (AI) fluency across its programs. Before his current position, Dr. Ferrell was vice president for technology and chief information officer for the UNC System from 2022 to 2024. His career trajectory at UNC-Chapel Hill saw him starting as the assistant director of the Center for Public Technology in 2009, later evolving into key IT leadership roles over the years.
With a background as a network analyst and then as the manager of information systems technology for Danville, Virginia, Public Schools, Ferrell has turned his hands-on experience into a robust academic journey. He holds an A.S. in Information Systems Technology-Networking, a B.A. in Business Administration, an MBA, and a Ph.D. in Leadership Studies—all contributing to his well-rounded expertise.

Beyond his technical abilities, Dr. Ferrell values community engagement. He has served on several boards, including the Danville Regional Foundation and the Mid-Atlantic Broadband Communities Corp.
