This is particularly concerning in military contexts, where misjudgments can lead to indiscriminate lethal actions, complicating the ethical landscape of warfare.

The Perspective of Steven Feldstein

Steven Feldstein from the Carnegie Endowment for International Peace underscores the alarming pace at which AI is being utilized in military operations. Reports a few days into the conflict indicated that U.S. forces struck 1,000 targets within 24 hours, a feat made possible by AI platforms like Maven. These AI systems not only help in identifying targets but also streamline operational tempo, reducing enemy counterstrike capabilities.

Yet, accountability remains murky: What oversight is exercised over AI-generated targeting lists? How does the Pentagon ensure compliance with international laws governing armed conflict? The growing reliance on these technologies could risk civilian harm, as seen in prior conflicts where AI targeting systems failed to distinguish between combatants and civilians.

The Legal and Ethical Dilemmas

Experts from the Brennan Center, Emile Ayoub and Amos Toh, highlight the pressing need for regulation around AI in warfare. The risks extend beyond targeting systems to broader surveillance concerns. As military intelligence agencies increasingly utilize commercial data, the fundamental protections meant to safeguard civil liberties are eroding. This is encapsulated in the troubling phrase: “The laws of war require distinguishing between combatants and civilians,” a task that AI may not be equipped to perform adequately.

The Information Environment with Guardrails Off

The spiraling conflict in Iran is being fueled not just by military might but also by disinformation. As platforms like X (formerly Twitter) reduce their content moderation efforts, state-sponsored propaganda becomes commonplace, complicating public understanding of the situation. Smith and Schafer observe that the lack of omnipresent guardrails opens avenues for misinformation, exacerbating tensions and escalating conflict.

With internet shutdowns, authoritarian regimes manipulate information access by creating a vacuum that enables propaganda to thrive. This systemic alteration not only hampers domestic documentation efforts but also clouds the international narrative, making it easier for disinformation to gain traction.

Privatization of Warfare

In an era marked by privatization, warfare has seen a paradigm shift where private companies frequently play decisive roles in military operations. According to Brett Solomon and Betsy Popken of the Human Rights Center, the contemporary battlefield is increasingly characterized by private venture-backed firms that offer technologically advanced solutions for defense.

This raises critical questions about accountability. If governments hire these firms as subcontractors, who is responsible when these technologies contribute to unethical or civilian-harming practices? Solomon and Popken note that firms like Anthropic may avoid direct accountability yet facilitate significant military operations, such as the recent actions in Iran.

Surveillance Infrastructure and Vulnerabilities

Azadeh Akbari focuses on the growing intertwining of surveillance technologies and military operations. The surveillance infrastructure implemented for citizen control can also expose states to vulnerabilities.
